The title says it.
I made a basic disk and converted it to GPT, but the capacity remains the same and “new simple volume” wizard lists the same capacity. I’ve tried reinitializing but the result is the same.

It’s Win10 Pro 64, but that’s neither here nor there.
I’ve got it working. It’s been a rather long and complicated saga, but what it comes down to is that there’s some problem with the eSATA port I was connected to. When I switched to a USB port the drive initialized just fine, and allocated the full 5.45GB of capacity. It now performs as expected connected to a different eSATA port.
