100% disk usage 0% transfer rate

As title says, every time I try to download or transfer high volumes, my SSD just peaks at 100% usage, although the transfer rate show 0%, and lags out until I close whatever was using the disk, even then takes some time to settle down and get to normal.
SMART and WD SSD Dashboard don’t accuse any errors.
I tried to run SMART Short Test during the 100% disk usage to see if it returned any errors, but it was unable to complete.
