Windows 8 won't recognize drive at startup

I have a MyBook drive attached to a Dell Windows 8 PC through a USB port.  When I turn the computer on, the drive is not recognized.   If I unplug the connection and plug it back in, the drive is recognized just fine.   When I turn the computer on, the light on the drive doesn’t come on so perhaps it is not starting and, thus, is not recognized.  How can I fix this?

Some computers do not provide enough power to awaken USB devices from a cold boot. Check the BIOS settings for USB power management on your computer to see if there are some parameters you are able to modify.
