Windows 10 not reading old WD elements portable hard drive, light is blinking

I have an old WD hard drive, most likely an elements portable, though the plaque on it with model no etc. is scratched and I can’t make out what it says. Connected it to my Windows 10 Dell laptop and the white light on it blinks but I can’t see the hard drive in My PC. WD dashboard doesn’t scan it either. What do I do?
