Why Don't The External Mac Drives Come Pre-Formatted With APFS?

I was just wondering why WD hasn’t started shipping the new external drives for Apple products with APFS as default? Is it there a solid reason why (like are the other formats better for Time Machine, etc?)? Does it have to do with Windows compatibility?

It doesn’t have to do with Windows compatibility. In Windows, you can use Diskpart to clean the drive and reformat to use on Windows. APFS can’t use with Time Machine backup on Mac. Some Mac users might have difficulty using the drive with TMB if they are computer literate.
