I have a new WD 2TB external hard drive.  Why does the LED white light flash when my pc is powered down?

It seems to be working OK.  What is it doing?

If the computer is powered off and the light on the my book is still flashing, this means the computer is not turning the USB port off and the drive is still getting power.
