What to do with folder that can't be opened and can't be deleted?

In dealing with another issue in another thread I ran into this problem:
There are two folders on the WD Passport (3TB) drive that can’t be opened (“Not accessible - corrupted”).
But they also can’t be deleted: “Error 0x80070091. The directory is not empty.”
I don’t think it’s good to leave them there, but I don’t want to erase the entire disc either.
I ran “Drive Status Check” and it passed.
Ran “Quick Drive Test” twice and got a “Failed” message both times - but nothing to indicate what the problem is.
Any thoughts on the cause and solution for this, short of erasing the entire disc and starting over?

You need to scan and correct for errors using the windows tool.

Right click the drive-letter for the drive, select properties, select the TOOLS tab, and click the Check Now button.

Thanks for the suggestion. The WD drive has become increasingly unstable and now can’t be detected by the computer, so there’s not way to check anything. (No such problems with my older WD Elements.)
Oh, it just got detected - but Windows says it can’t read without formatting it.
Tried this, but Windows says it can’t be formatted.
I’ve wasted far too much time on this defective item. I’m sending it back.
