WD4000YS won't spin up

I have a WD4000YS that came from a MyBook enclosure
I have a power supply hooked up that I tested and it’s working properly

question 1: when I connect the power, the drive should spin up – correct?
question 2: is there not an LED on the drive that shows that it “sees” power?

Yes, drive would spin when you plug in the drive but its speed depends on the R/W instructions used to access data from the drive sectors. It is best to use the WD Drive Utilities to run Complete Drive Test which helps to diagnose the health of the drive.
My Book single bay device now comes without any status or Power LED to check the status of the drive. You need to check it manually.
