WD2500JS shows incorrect size

I have a WD2500JS hard drive

S/N: [Deleted]

MDL: WD2500JS-60NCB1

It shows the correct 488,397,168 sectors to be a 250GB hard drive but the reported size is 232 Gb

instead of the 250. It shows only one partition. All diagnostics show everything is OK. How do I

get access to the missing 18 Gb? Would it help to Zero out the drive and repartition it?

 HD makers count by powers of 10, computers count by powers of 2
1 GB for a hard drive = 1,000,000,000 bytes
1 GB for a computer = 1,073,741,824 bytes
its a difference of about 73*10^6 bytes per GB, since you have 250GB that’s 73M*250 = 18.25G,
