WD2500JB won't spin up

Would love to get some of the data off it, not sure if that is possible.  Saw some info in other posts about TVS diodes and opened resistors so hopefully it is something fixable.

There was no warning, no noises, it stopped a few days after a power outage, not sure if that has anything to do with it.

Can’t really see anything burnt on the pcb but here are some vital numbers:

MDL:  WD2500JB - 00REA0

If you decide to replace the board, you will need to transfer the serial flash memory chip at location U12 from patient to donor:

If you have a digital multimeter, there are some measurements you can make to narrow down the fault.

BTW, is the drive even trying to spin up? If so, then it could be a stiction issue.
