The drive just never idles. It is always spinning. My old Toshiba 2TB drive idled without any software or changes to settings. How Come the WD drive doesn’t idle?
You can set a drive sleep timer to put it on sleep mode to make it idle when not want to use. You may refer this KBA to set sleep timer:
