Should I attach my external hard drive to the computer before I turn it on or after I turn it on? I store it elsewhere unless I am backing up

WD Passport drive is a plug n play device and will get a new pop up window of Passport storage files once you connect the drive with computer. You can connect it either after turning ON of computer or before.
