WD Elements not showing up on any computer?

I have a WD Elements hard drive and when I plug it in it is not recognized by any of my computers (HP laptop, 2011 MacBook Pro, 2013 MacBook Air). 

I don’t know what to do. I have checked My Computer, Disc Ultility, I even checked on my Macbooks to see what is connected in the USB ports and the computer says nothing is connected!

I bought this hard drive in 2011 and reformatted it to fit Mac but I couldn’t get it to work then… and I still can’t get it to work now. It won’t even be recognized on PC or Mac. 

Is there anything that I can do??? I really do not want to have to buy a new one.

In Windows does the drive show in Disk Management?

It doesn’t show up in the discs. It shows Local Disk (C:), Recovery (D:), and HP_Tools (F:)… and then a DVD RW Drive (E:). 

Try another USB cable that is not longer than the original and don’t connect through a hub. Also plug the drive straight into the wall instead of a surge protector.
