WD easystore won't power up

I went to use my WD easystore (WDBCKA0080HBK-NA) the other day and it would not power up. No signs of life. It sits on my desk with the power disconnected and I only power it up when I need to store/retrieve data. I checked the incoming power and I have 12v coming from the cord. Shouldn’t the drive spin up even if I don’t have the USB connected? I need to be able to get the data off the internal drive.
