WD Discovery Install syntax error

Installed Discovery on one windows 8.1 pc okay but get this error when I tried to install on my main win 8.1 pc.
I have tried various versions including offline. I have tried as admin and in safe mode. I have run the exe from various locations on my pc but still get the same error.
I cannot seem to find anyone else looking for this issue. Can anyone help?
