2T Mypassport Ultro can’t be formated with the message " I/O error ". Please give me a help?

Unfortunately, your drive has gone bad. You may contact WD’s Support to get replacement drive under warranty policy.

That’s worst case scenario … could be a faulty USB cable or USB port on the OP’s computer.
