Can I simply download programs onto the Passport to take with me and plug into another computer and use those programs?
YES !

They would have to be programs that were made to be portable. If regular pograms are installed on an external drive then moved to another PC there will be missing registry entries,drivers etc. Some software is made to run off flash drives and be portable.
