My Book Essentials HD starts up on its own to save data at times that such a command was not requested, and for much shorter than the same time that the running application is programmed to perform save operations. Where can I look to find out how to control the save commands to the external drive?

Can you explain a little more about your issue? do you have a backup software running on the computer?
