I have several folders with files that I can see and access without problems on my Windows 8.1 system. However, I am unable to see the folders when I connect it to a USB 2.0 port on my Windows Vista (32-bit) platform. When I run (on the Windows Vista system) the latest release of “WD Drive Utilities” (vers. 1.3.0.18), unlock it → Diagnose → Run Drive Status Check → Run Quick Drive Test, both pass — no problems. What can I do to access these files on my Windows Vista platform?

Try to check if the folders are hidden perhaps. You can check on folder options and verify that the folders are hidden, here is a link that might help you see the hidden files and folders:
