I can not find mycloud when I have my pc connected to my iphone with hotspot on.
More information is needed. What troubleshooting steps have you tried? What operating system is the computer using? Is the iPhone connected to the same local network as the My Cloud? Or are you using the iPhone Hotspot to access a remote My Cloud located somewhere else? Can the computer access other websites through the Hotspot?

my iphone is connected via usb and hot spot is turned on.
i beleieve it is not the local network. I am at work was on my break and was trying to access my cloud which is home.
Where you trying to access the files through the mycloud portal or trying to access it directly?
