Top Load Averages Always High

When running top the WD My Cloud always reports high load even when the CPU usage has been near zero for say an hour: (seems to hang around 3.X)

The My Book Live and other Linux systems I have seen, drop the load average down to near zero when the CPU has been idle for a long while. This would appear to be a bug or maybe a hardware issue? Something is happening that is not CPU related perhaps?
