The Device Is Not Allowing A Connection... :/

The device is showing up, it has an IP address, but when I click on it, it says “The device is not allowing a connection”

How do I reset the device? I have installed the device, tried with an ethernet, usb, both, and practically did everything by the book, and did technical support too.

I Googled that message, and the only thing that appears is this post.    Exactly what is giving you that message?  Your PC?  Some software app?  

You’re definitely not doing things “by the book” if you’re trying to plug in via USB, as that’s not even possible…
