Speed/Transfer Mode readings

In checking SMART readings on CrystalDisk, I noticed that my Gen 3. WD Black is showing SATA/150 | SATA/600 while my Gen 2 Toshiba is showing SATA/300 | SATA/300. I tried switching the SATA ports but the readings are the same. I have an older Dell Workstation ( AHCI, not running RAID ) that obviously isn’t Gen 3 SATA, but shouldn’t the newer WD Black drive operate at Gen 2 speeds ( 300 ) like the older Toshiba? I couldn’t find any specific settings in BIOS that addresses individual SATA ports unless I’m missing something. Is it a firmware issue? Any help would be appreciated.
