Setup wont work - 'only administrator users are allowed'

I am trying to setup mycloud for the first time - all connected correctly etc but when I go through the My Cloud page and then ‘get started’ I am not taken to the account set up page but one with a login & password that states ‘Only administrator users allowed’.

Does anyone know any solutions?

Is this a brand new device, or secondhand?
