SATA 2 HDDs @ SATA 1 on SATA 3 motherboard?

Hey all, I recently upgraded an old SATA 1 PC to SATA 3 and after transferring the old WD HDDs and installing WD Dashboard I noticed that the HDDs are listed as SATA 2 capable but connected at SATA 1 speed. The HDDs in question are a 640GB WD Caviar SE and a WD Black 1TB. The Black HDD states to enable 3GB/s PHY jumper pins 5&6 which I did. However it is still connected at 1.5GB/s. I tried a jumper on pins 5&6 on the Caviar HDD and it really messed up the serial bus. I had to reset and remove the jumper for normal operation. Any ideas? I’d like to connect these at their rated bus speeds. The cables are new SATA 3 rated and my SSD connects to the same bus using the same cable at SATA 3 speed. TIA.
