Return Merchandise Authorize charges

I want to inquiry  that is there any charges you charged for my hard drive replacement (Return Merchandise Authorize). 

Because my local shop keeper is charging me with a fees of US Dollar $15 ( As a shipment fees to UAE from Pakistan). He is saying that you have to pay one way charges.

I think that it is usual to pay the shipment in one direction for an RMA. $15 is about what it would cost me to ship a drive from Chicago to California, where WD is located in the US.
