Replacement WD20EZRX will not format

I was sent a replacement hard drive as my old one would not work but i cannot format this new one. 
I have tried formatting it under Vista 3 times and it gets stuck after 54% complete.

I have also tried doing it Data Lifegauard but this stops after reaching sector 1999103.

can any one here help me ???

test it for errors with WD diagnostics and check your event viewer for a message for when it failed the format.
