Replacement/Refurb HDD has high response times

So I had a failing drive that I RMA’d. I received my replacement about a week ago and it is not acting like a new/refurbished drive. I constantly have high response times and sometimes my Explorer window will freeze until it is done doing whatever it needs to do. My response times are sometimes into the 10,000ms, but maybe averaging 3-4,000ms. When I transfer video footage, it starts out going really fast. Then towards the end it will only transfer at a rate of 17MB/sec. I don’t think this should be happening as I have other WD Black drives that function so much better. Do you think my replacement/refurbished drive is faulty?

The drive is a WD Black 4TB 7200RPM drive.
