Remote connect fail error message 31520

I tried this link below to see if it would work still mybook live will not connect. Maybe anyone has a solution was never able to get this work for years. I have the mycloud using a static IP because o it is receiving and storing video feeds from my IP cameras via FTP. But I only can access using the app and with my wifi or network.

My router will not let me open a port for the port forwarding instruction on the link above. I guess my router using these two ports 80 and 443 for TV I have ATT uverse.
I created the ports as instructed above in my pinholes/firewall but when I check to see if ports are open by using open port check tool it was not successful.
Anyone have any suggestions or run into this issue.
