Problems Reformatting New HD to Mac

I’m having issues reformatting my new WD Elements 4tb hard drive to Mac readable.

First, I tried following the directions on WD’s site to format to MS-DOS(FAT) and got this message:
“MediaKit reports not enough space on device for requested operation. Operation Failed.”

Then, I tried to use these directions to fix that problem:

Now that looks like it just deleted whatever file came with the hard drive and now my WD is unreadable by my computer. I just get the message “The disk you inserted was not readable by this computer”

Does anyone know what I can do to fix this issue? I don’t have any files on the drive yet so I’m not worried about losing anything. I just want to be able to use the hard drive.
