Pr2100 not seen by Velop mesh network

My new Velop mesh router is not seeing my PR2100 device. Connected like this:
cable modem->Velop primary node->PR2100

Blue light on the NAS, but trying to go to the url for setup at http://mycloudpr2100.local/, the connection times out. Is there some other way to connect?
