Pictures not opening Samsung S4 Active

I have a Samsung S4 Active.  I can upload a picture to my cloud but cannot open it.  If i clear out the Cache files i can then view the picture. I have to do this every time i upload a picture.  Does anyone know how to fix this.

Is this issue related to WD Photos, WD My Cloud, or both? Are you able to open the pictures from your computer?
