Is there an app for a Samsung Note 8 that I can use to access the files on my WD My Passport Ultra? I have the necessary cables, but can’t figure how to access the drive. It lights up and the (presumably) cooling fan runs, but no idea where to go from here. Any help out there for me?

You should check with Samsung. On my Android phone, I use filemanage app to access the drive.
