Partition not clickable in Disk Utility when formatting in Mac OSX 10.11 (El Capitan)

I have WD My Passport 07A8 Media portable hard drive. I’m trying to format it in exFAT or FAT32 so it can be used on both Windows and Mac OSX. I am currently on Mac OSX 10.11 (El Capitan). I have my Disk Utility open and my WD hard drive selected (step 4 in the link below), and I need to select Partition, but it is not clickable. Is anyone else having this problem? Thanks.

Hi,

On the left side, do you have selected the name of the drive or the capacity below? If is the name, try selecting the capacity, it should give you the option to select partition.

Hello,

I have tried selecting both the name and capacity. Either one gives me the option to select partition.
