Ownership of files

I’m about 98% done copying Windows to My Passport. I navigated thru changing permissions away from TrustedInstaller. Now, it says I need permission to copy iis_gather. I’ve searched for how to do this, but I’m not finding any help. I now know what it IS, but I can’t find where or how to get permission to copy it. Is it really important to have? And is it possible to use Windows when I’m in the midst of doing all this? It seems as though some of my functions are not available.
