Out of sub region hdd

i have a re4 2tb,it stop working,it is still under warranty 5/2016 but the Warranty Status indicate: OUT OF SUB REGION

so i can’t have a RMA#.I don’t understand what that’s mean. it’s purchased in Viet Nam
