On a Windows 8.1 Enterprise pc it is impossible to connect to my Public or Private share, because they do not show up. However on a Vista Home pc there is no problem. I really tried everything, including several reinstalls.

I would bet your PC is configured to not use WORKGROUPS, which is a requirement for most home NASes, you ought to be able to connect directly, though, by mapping the drive share by IP address, at least…
\ip.of.your.nas\sharename
