MyBook Duo - Cannot access .exe file after download

I have reattached the MyBook DUo drive (x2) to a new win10 pc and set up some new folder especially for Browser Downloads one for Admin User and one for Local Users… access to view either is fine but access to run install files is not possible “user not having permissions” error whether as Local or Admin user. Clearly, this is not helpful… have run permissions on the drive and ensured that all users have all access/read/write permissions as matching all permissions for the Administrator group… but still no success… anyone any ideas… can access all pictures, word documents and excel files and move new ones on from USB sticks… sorry if I have missed an obvious one!
