My Passport Ultra does not open in Windows 10

I plug the USB into my surface Pro brick, the light comes on and flashes on the Passport, but i does not show up on the Windows File Explorer

Replying to my own post-I ran WD Drive utilities, and My Passport passed the “Run Drive Status Test”, passed the “Quick Drive Test”, and for the “Complete Drive Test” I get a message that the Complete Drive Test failed". What does that mean?
