I bought a Passport portable storage device a little over a year ago… Have never gotten it to format, so it has never worked. I’ve tried to read all I could find, tried everything, nothing has worked. I would consider myself and intermediate computer person… but I’m at a loss on formatting it, etc.

What error message do you get while formatting the drive? Also, you should try to format the drive using WD Drive Utilities.
