My Passport for Mac won't show up

Hi. I have a brand new My Passport for Mac 2TB drive, but It won’t show up. Not in the desktop, neither in Disk Utility. It shows up in WD Drive Utilities app, but I can’t do anything there. I tried to format it on that app but the format process does not advance, it stucks. I tired a different cable, but same problems. I run Sierra 10.12.6, but I also tried on my moms MacBook Air with older OS and its the same problem

How is your WD formatted? Did you check in the recovery mode?

The formar is HFS+. What is the recovery mode or where I can get to it?
