I searched everywhere but couldn’t find the rpm of WD Elements SE WDBPCK0010BBK RPM.

That’s because we don’t have that information.  WD never has posted the rpms for their external drives.  That’s because USB is never going to be faster than any of our internal drive’s inherit transfer capabilities?  Of course, I’m only referring to our USB 2.0 external drives.  USB 3.0 has changed that completely.  Once that standardizes, then the transfer speed of the internal drives will make all the difference in the world.

As Bill_S has said, the RPM will have no observable effect on the transfer rate via USB 2.0. However, you can still see the drive’s RPM with a tool such as HD Sentinel or HDDScan.
