My Cloud on S8 won't save file to SD when on wifi

After getting a new phone I’ve discovered that when trying to download files to my phone over wifi nothing happens.

I can select save to sd, or even just use the download button. But when I check the activity log, it’s still blank.

What’s even more frustrating is that it will let me download over mobile data, just not on wifi. I would assume it would be the opposite

I don’t believe this is just my phone or the settings, since my wife has the same phone and is having the same issue.
