Is it possible to change the firmware on an US WDTV Live+ to the Latin American Firmware, so that I can use Netflix in my country? If I download the firmware for the Latin american model, will it work?

Probably not possible. Somewhere in the past, WDC mentioned that the American version lacked a DRM chip to make it work with Netflix Latin America. So, it’s more of a hardware issue.
You can, however, buy a WD TV Live (3rd gen), which works perfectly with the Latin American versions of Netflix.
