Joomla access and upgrade

Im triying to build my own website on my WD MyCloudMirror. I have Joomla installed and working but I can only access it locally. I have a NOIP acoount setup but still cannoy access my site. “people” say I need to upgrade to Joomla 3.3 but Joomla cannot acccess the internet and I cannot access (find) my joomla files on MyCloud. Can somebody help me out? I have an Airport Extreme router behing a cisco cable modem.

Thanks for your reply. Joomla is installed and functional. I now can access it via No-IP. Accessing and modifying my website remotely works perfect. The only thing I still can’t do is updating to a newer version of Joomla
