I brought WD HD live and I find that forwarding is slow even If I forward with 16x it skips by 30 seconds. Is there any way I can jump to time?
Yes.
Click Fast Forward 1 time (so you’re in 2x FF)
Then click the JUMP button to the right (the button that looks like >>| )
That will skip 10 minutes ahead.
As above. Sadly you cannot put in a specific time you want to jump to. 
If your video file has chapters you can use option the to to the most far right icon to get all the chapters/times to select from
