Is it possible to access wd My Cloud Home without internet with Plex mobile app?

Hello,

I’m planning to use My Cloud Home with Plex media on a boat. I will have internet from time to time but there will be MANY times where I will not. I’ve found an article that explains how to set up a PC so that Plex still functions without internet, but nothing about the mobile app.
If my phone is connected to the same wifi network as My Cloud Home, will I be able to stream music to that phone using the Plex mobile app?
