Installing WD Utilities in Safe Mode

Is it possible to install the Western Digital Utilities while in Safe Mode in Win10?
I downloaded the zip file and went through the install steps but a desktop icon is not created and I do not see that a WD directory was created. thx

Follow this path and try running the application: C:\Program Files (x86)\Western Digital\WD Utilities\WDDriveUtilities.exe
