I can't share anything..anyway or anyhow

Hello, I am not able to successfully share anything either via cloud app or via the “shares” process from the dashboard. I also have questions on the hierarchy of sharing in the public folder. I’d love to speak to someone over the phone or via email to help me figure this out. Thank you in advance for any assistance provided.
