Hard drive won't format

I purchased a WD My passport ultra in early 2014. Last month, the hard drive wouldn’t open on my computer. Realizing the issue, I was able to recover my important files to my computer’s hard drive. i then tried to format my external drive, but the hard drive wouldn’t format. How can I get the hard drive to format properly?
